Here's the TRUTH that this liberal hack article is avoiding; Blacks commit 50% of ALL CRIMES and Blacks commit 50% of ALL MURDERS. This is the real reason why Blacks seem to be 'harassed' by police so much. They deserve it, because of their actions. Fix the problem we have with Blacks committing so many crimes, and the other problems will fix themselves.
