4 parakeets in need of experienced bird owner

We received 4 parakeets from an older woman in Kentucky who was severely neglecting them, they are in need of an experienced bird owner to take care of them. They are absolutely terrified of humans. I can’t even get them out of the cage to properly clean it. I’m so afraid I’m going to hurt them. There are 3 females and one male (the white one is the male) We have some seed food, 2 cages, 1 travel size cage and toys. I don’t know much more about them or where they came from. I do know one of their cages was severely nicotine covered but I soaked and scrubbed it for hours. Willing to meet in Hampton, Newport News, Norfolk, VA beach and Chesapeake. I am located in Norfolk. Please help these babies! I just don’t have the bird knowledge needed to do so but couldn’t leave them in the horrible situation they were in.
