need help declaring my parent incompetent

No idea how to go about it but it's a fact she cannot take care of herself by herself she has lived off of me and my kids benifits while using her cash benifits to buy drugs with she injests so much of her brain is fried and she does nothing but hurt me n my kids daily. Emotionally mentally I'm doing everything already for my kids while she's unhelping says godawful things to me and them and makes zero sense nearly all the time she has no sense of actual reality. She no longer cleans her own areas or helps with the normal house tasks. Shes to the point of emotionally abusing us because she's not okay in the head. I have 3 littles that she is in no way good to them or me just a free ride for her to stay high. For appearances she is just a sweet ditzy old lady but behind closed doors a monster to us. My mental health is declining and I'm pregnant because of her actions. I need serious help in this matter. Someone please it's so heavy already I'm Momdad for my kids I can't take care of her anymore she is vile
