Drill out Two Bolts

I am spending change I don't have to place this ad, please don't flag it. I put this in the community section, but everyone telling me how to do it instead. Unless your charging a ridiculous amount like shops, it will be easier on time and funds just to pay someone. It's just two 10mm bolts like what you see here. It is on my sway bar bracket, so it's right by the wheel. I have double locking jack stands too. I've tried all the sprays, as well as bolt biters and nothing worked and vice grips has no clearance to bite. One bolt is stripped bad and the other is snapped off inside. I did not do this but need this done to put one last control arm/ball joints in (bracket blocking passageway) and we are suffering without this car for we don't have much of any heat where we have to live at the moment and due to car, I lost my job -- late too much these poor buses.
