These dogs have been suffering for years because the humane society won't grow a backbone and take them. They currently have NO WATER AND NO FOOD and their tiny kennels are filled with feces. THIS IS ILLEGAL. It is currently -5 degrees outside and they have no adequate shelter (unless the humane agents are considering a dog house with the same temp of -5 degrees as "adequate").
