Description

The Department of Conservation's Equity-Focused Public Engagement Training, 2023Thank you for interest in participating in a “beta test” of the Department of Conservation’s PIC Equity-Focused Public Engagement Model. Sarah Rubin and Jamie Fong are excited to share this “A-Z” framework referred to as PIC (pronounced like “pick”) which stands for Plan, Implement, Close. This this three-pillar model has 20 steps that anyone tasked with planning and implementing outreach and engagement can follow. This model is aligned with the California Natural Resources Agency’s commitment to meaningful community engagement and consistent with its priorities for its Environmental Justice Roundtable. This training of no cost to participants, and is limited to 50 participants. Registration is on a first come, first serve basis. Please note that a supervisor’s approval is required prior to registering. Model Beta Test Training Sessions: Key Components Day 1 of 2 (1/23/23) | 10 - 4 pm (6 hours) Exploration of project goals, International Association for Public Participation Spectrum (Designed to assist with selecting the level of participation that will define the public’s role in the effort), participation targets, timeline, sensitive political issues, racial equity analysis, choosing engagement activities, language access, logistical needs, process design check with stakeholders Day 2 of 2 (1/24/23) | 9 - 3 pm (6 hours) Creating and implementing a successful outreach plan, ensuring successful meetings, coordinating communications, executing engagement activities, methods of evaluation, and celebrating success. Examples of a “Case”, Project, or Effort A 30-minute preparation phone call will be set with you or your team the week of the training. We will talk through a specific project or effort that you will use during the training. See below for project or effort examples. Examples include: Geothermal pre-rulemaking engagement; engagement of disadvantaged farmers to encourage application for planning grant funds; engagement of local governments to encourage adaptation of tsunami maps into a wide range of planning efforts; engagement of local governments on post-fire debris flow related resources available; engagement of industry/ business/ local governments in understanding regulatory requirements they are not currently complying (or fully complying with (and which will be more strictly enforced going forward). Other Participation Requirements As this is a “beta test” of a new model, we need you to spend at least 10 minutes providing feedback on what resonated; what was useful, and what might be clearer for future participants. There are three options for providing this type of feedback: 1. Immediately following the training session(s) 2. By email 3. By individual meeting post-call If you have questions or would like more information, contact the Department of Conservation’s Outreach and Engagement Advisor, Sarah Rubin, at [email protected] or (916) 214-5731.
