small dark dog lost and wandering

all dog named otto has been wandering around Lakeshore Blvd and Euclid Creek Park. There are fliers up on light post but they are somewhat easy to miss. In case you see him try and scoop him up. The owner says he is friendly and likes treats. I had a run in with him but didn't know he was a lost dog so I didn't think to the owners number is . It's on the pic attat
