Found dogs need to find a home for them

Please help, I found two dogs on the road and animal control is “emergency pickup only” they literally told me to let them go. I can’t bring myself to do that. my landlord will not let me keep them and I need to find them a good home! Please any tips will help. Have called rescues/spca all of them! Can’t get anyone to take them in. They are sweet dogs! I can send pictures and everything upon request.
