Potty Training HELP!

I am in desperate need of help. I have a small 8 months old toy poodle that no matter what I have tried, she will still pee in the house. She will potty inside even after just being outside. I recently had her spayed and had he checked for any bladder or kidney issues and it is not a medical issue. I am at my witts end! Unfortunately I got her @ 4 months old and just don't know what if any training she may have received. I don't want to pass her onto to someone else and have her lil' life filled with uncertainty. I just need some help, I have called and talked with other 'trainers' but no one seems to be able to help. Can anyone, possibly that has experienced the same issues give me any good advice or tips.
