Electrical Issue 2018 Silverado!

I have a headlight issue with a 2018 Silverado. Its only getting 4 Volts at the headlight and it should be getting 12. Its either the BCM or there is a short wire somewhere. I need someone who can re program the BCM and/or fix the issue. Thank you!
