Greater Rockwell Area Community Cats?

My neighbors and I have been seeing some cats out and about the neighborhood, mostly a large orange un-neutered tomcat. Today I also came across this very friendly, fluffy cat (pictured) in the alleyway between Wilson and Eastwood, near the Lutheran church. This friendly cat was scared away by the orange tomcat… I am wondering if these cats are strays, indoor/outdoor, or are community cats who have a caretaker in the neighborhood. Do you know anything about these cats? Thank you :)
