Need help with legal questions

Im having an issue with the city property Maintenance dept im starting to get the feeling that im being harrased they complain about a truck with no tags and tires stored behind privacy fence they walked on my neighbors property to take a pic of tires threw my fence they wrote me a citation for this its been an ongoing thing with me and the city for few years but what i want to know why they aint applying the laws to every one with non operable vehicles in there yards etc because they are all over newark. But does any one know if this is illegal for them to take pictures over or threw privacy fence and does anyone know of an attorney i could talk too on the matter.any help be appreciated. Ty.
