I have little doubt that this happens all the time and it never sees the light of day. So, let's assume it is true. Q: How many in swamp know it happens? None? Just a few? A lot? Most? All? Is the media in on it? Q: Is there no one with a conscience? Why is there not at least one whistle blower? Is the system so corrupt that they all are in on it? Is the consequence for shining light on it that severe that the fear of certain 'punishment' keeps all mouths shut?
