Melvin J. Gravely Policy Council/Parent Committee – Effective Meetings Parent Leaders who attend this workshop will learn their governance roles and how to effectively conduct the business of their policy council/committee. This training will provide Parent Leaders with a toolkit for success by providing the necessary equipment to build a strong working relationship with Head Start partners. The Head Start Performance Standards and Robert’s Rules of Order are focal points of this training to ensure councils/committees are in accordance with the Head Start Act. Program Governance: Board and Policy CouncilIn accordance with the Program Performance Standards, Part 1301: Program Governance, an agency must establish and maintain a formal structure for program governance known as “the Board”. In addition, the standards require each agency must establish and maintain a policy council responsible for the direction of the Head Start program at the agency level. Understanding your role/responsibility, the internal policies, and the structure of the program governance will ensure a strong Head Start program that will function as mandated in the Act and will prevent any unnecessary internal conflict and/or legal issues in the future. This training will look at both structures (1) the leadership and governance composition, board member selection criteria, and conducting effective and efficient meetings, (2) the policy council composition and terms, duties, and responsibilities, and how each should conduct effective meetings that yield successes for the Head Start program and (3) how the two must work in collaboration to ensure the agency is operating efficiently and effectively towards maintaining performance compliance.
