Found female juvenile Husky at 602 Tully Rd

On Saturday 6/10, a guy on a bike had a husky following him. He stopped by a gym and asked if we had rope to tie her as he was on his way somewhere. She is about 6 months old, super friendly, sweet and inquisitive. She's black and white with almost clear blue eyes. We checked to see if she's chipped and she's not. We'd adopt her, but she's BAD with cats. Good with kids and other dogs. To be sure her owners are the right owners, what commands does she know and what did she have attached to her collar, and what color is her collar (the pictures are not her collar, but a teal lead)?
