Anyone Lost a Black and White Shih Tzu Dog

I saw a dirty looking homeless man hanging out in the parking lot at Target @ Sports Arena yesterday. He was carrying a black and white Shih Tzu that is matted and looking poorly; definitely in need of care. The man was smoking and the smoke was going directly into the dog’s face. The dog looked dazed and exhausted. I own a similar dog and know the type of care this breed needs. I saw posts of lost and stolen similar looking Shih Tzus in San Diego. The situation looked suspicious. If you have lost a dog similar to this, feel free to contact me. You never know. 🙏🏻
