Beautiful Turkish Van mix kitten looking for new home

He is 6 months old, up to date on all vaccines (Rabies, FVRCP and FELV), dewormed, flea free, tested negative for FELV/FIV, has been kept indoors only and has an appointment at a low cost place to be neutered next month. He is a beautiful cat, has medium length hair and we guess he might be a Turkish Van mix due to his color/markings and personality. He is friendly, playful, outgoing, confident and very active. Loves dogs and is very tolerant of rough play. Absolutely loves his toys, has even been known to steal dog toys to carry around. He also likes playing with water, will find him playing in the tub after we shower or with the water dish- he’ll also happily jump up to the sink to drink water from the faucet if you allow it. He is not a lap cat, he loves attention and being around people though. He is not very vocal, occasionally he’ll do soft meows when you talk to him. He is a purr machine, the moment you touch him he’ll start purring like crazy. To my knowledge he has not been around other cats so I don’t know how he would do with them, but he’s very young so likely would do great with another cat with similar interest in playing. He would not do well with small kids as he can be very mouthy when playing with people. He would like a new home with lots of space to play in if kept indoors or access to safe outdoor spaces. The reason I’m looking for a new home for him is that due to financial reasons I was recently forced to move into a very small apartment with a family member who is not a cat person and his kitten energy is too much for them, unfortunately we live right next to the freeway and close to very busy streets so letting him out would likely end with him being run over. There is no adoption fee, however the new owner would need to pay for his neuter surgery. It can be done either at a vet of your choosing or at the low cost clinic he already has an appointment at which charges $95. Included are his toys, scratching posts, food and litter/litter box.
