A few years back I was sitting at a stop light when some idiot coming the opposite direction ran the light, crossed over hit me head on. The guy had a drivers license and an insurance paper but when I contacted them of course it wasn't any good. One of those pay $20 for the insurance paper then don't make any payments deal which should be illegal but are state is such a piece of shit. My liability insurnace paid $3,500 but the damage was $5,500. When I went to sue him for the difference he had left town. As turned out he was an illegal and the DMV would not give me any info to find him, The state of CA basically says illeglas can have a drivers license but insurance it not requied because they can't afford it.
