First, today's weather: Clouds giving way to some sun. High: 70 Low: 57. Here are the top stories today in Sacramento: Downtown is a bit of a ghost town these days. With government workers working remotely, the office space and amenities in the downtown are going largely unused. But there is a plan to change all of that, with several high-rise residential structures scheduled for construction. The first is nearly done, and a newest entrant on the plan is a luxury high rise at 3rd and Capital. The ultimate vision is more like a "mid-town" with residential living space and entertainment venues interspersed. (CBS Sacramento) Quarantine protocols are in place and an investigation is underway after a vaccinated person incarcerated in Sacramento County died after testing positive for COVID-19, health officials said. The 76-year-old inmate was vaccinated in June while in custody and was being treated for "multiple underlying health conditions" that were "long-term" and "significant." "We are working closely with Correctional Health staff to conduct contact tracing and mitigate the spread," Sacramento County Public Health Officer Olivia Kasirye said. (KCRA3) Santa made a stop at the Golden 1 Center for a 7-year-old boy named Pastor from Woodland who is fighting leukemia. Make-a-Wish whispered in Santa's ear that this little guy wanted to meet him, so Santa brought his winter wonderland from the North Pole to Sacramento. Santa and Pastor enjoyed a hot cocoa together before Santa headed back up north to get ready for his big day next month. (ABC10)On Monday, November 1 just before 12:45 a.m., Sacramento Police Department patrol officers responded to the area of J Street and 29th Street regarding a report of a collision involving a vehicle and a pedestrian. When police arrived on the scene they found a person with major injuries. The victim was later pronounced dead at the scene. The involved car had fled the scene before authorities arrived. The Sacramento Police Department encourages any witnesses with information regarding this investigation to contact the dispatch center at (916) 808-5471 or Sacramento Valley Crime Stoppers at (916) 443-HELP (4357). Callers can remain anonymous and may be eligible for a reward up to $1,000. If you don't, the poor little feral thing was pulled into the rushing water by the storm and nearly drowned before a good samaritan waded in and rescued it. Once it was warm and dry, it was a gray little ball of fluff. The hero, Skip Campbell and his family initially decided to adopt it out, but according to Campbell the kitten "snuggled with my older daughter Michelle last night for a few hours and it was over."
