Here are the top stories today in Los Angeles: The City of Los Angeles and a former Los Angeles Police Department officer were ordered to pay a family $17 million for the officer's off-duty shooting of a developmentally disabled man at a Corona Costco in 2019. On Wednesday, a federal jury determined the former officer was acting in the scope of his employment, making the city culpable for his actions. (Los Angeles Patch)A fatal motorcycle crash shut down several lanes of the southbound Interstate 405 in Long Beach Thursday morning. The California Highway Patrol issued a SigAlert for the southbound 405 Freeway shortly after 4:30 a.m. near Cherry Avenue. The SigAlert was expected to last until about 7:30 a.m. Commuters were advised to find alternate routes Thursday morning. (Los Angeles Patch)A pilot program was announced on Wednesday that will deliver menstrual products to women in need. "We know across the state that, in addition to the essentials like food and medicine, menstrual products are one of the top asked-for items," Assemblymember Cristina Garcia said in an interview. "So we want to make sure if you have your period, you have access to products." The $2 million pilot program will be conducted at the Los Angeles Regional Food Bank and Jacobs and Cushman San Diego Food Bank to help distribute free menstrual products. (KABC-TV)County Counsel Rodrigo Castro-Silva is urging Los Angeles County's Supervisors to approve a $2.5-million settlement for two families suing the county over the unauthorized sharing of photos of the Kobe Bryant helicopter crash, in which their loved ones also were killed. The board will consider the settlements at Tuesday's meeting. (The Pasadena Star-News)Here's who's eligible for Los Angeles' guaranteed income pilot program that will offer $1,000 monthly payments. Applications open Friday for the program that will give thousands of Los Angeles residents $1,000 monthly payments for one year. More than 3,200 applicants will be chosen at random to receive "unconditional," recurring direct cash payments as part of the BIG:LEAP program — with no restrictions on how the money can be spent.
