Renewed mask "mandate" for what exactly?

Covid related deaths have drastically declined since April, yet there is a renewed mask mandate for what exactly? There are 40 million people in California and yesterday 29 passed away with covid present at time of death. How is that any kind of "emergency"? And why are influenza A, B, and C related fatalities no longer being reported whatsoever? Respond with some resemblance of logic and reason, or don't respond at all because otherwise only serves to display that you have no rational explanation.
