Who can remove rust and teak oil stains off concrete

Teak Oil was dropped on my concrete patio about a month ago, see image. Have had a rust stain on another part of the patio for a long time - pressure water wash did not remove it, see image. What can be done to remove either or both of these? Mineral Spirits? Sandblasting? Looking to hire someone who has the solution, let me know what that is and how much for you to do it. Rust stain is about 15" wide. Teak Oil stain is spread out, see pics.
