NEED LICENSE ELECTRICIAN to put in recess lighting

need a license electrician because i'm getting the permit from the city for this job, need to put in 5 recess light in living room 4 recess right in kitchen, and 4 recess light in family room. I also need about 6 electrical outlet for the family room that i am converting from a garage, not sure if we need to add breaker to the panel or not but you would have to assess this once you come out for a bid, this is a single story home located in st. pete 33702
